Key Concept COP 28 will, as the past 27 COPs, be a complete failure.
COP 28 is about to start. It will be the 28th consecutive annual failure. The first 27 annual conferences have accomplished nothing.
I have written about COP 28 recently in this column In it I point out all the failures that is the only legacy of all the UN’s COP meetings. There is also the chart that shows that global GHG emissions have only gone up since the first COP 1 in Berlin in 1995.

Then at the conclusion of last’s year failure, I wrote that is had been a clusterfuck and used my favorite Mose Allison song to describe it. The name of the song: “Your mind is on Vacation but your mouth is working overtime.”
In other words, nothing but talk.
Yes there will be communiques, position papers, commitments suggested, but there will be nothing done. All talk. Again the great Greta Thunberg video about the COP annual clusterfucks
However, COP 28 is shaping up to be the most hypocritical COP so far. It is being held in Dubai a country that is part of the UAE. These emirates have the highest per capita GHG emissions of anywhere in the world. More than 24 tons, which far surpasses the U.S. at 17 tons per year.
When you compare the UAE total Fossil CO2 emissions of 2022 they are 300% higher than when the first COP was held in Berlin in 1995. Worse than any other country.
In addition, the conference chair is the head of the UAE oil company. So not only the worst country but the head of an oil company is the chair? Really?
To make matters even worse, it has been revealed that this conference chair has already set up meetings to do oil deals. I am not kidding. Here is the BBC report on this

In order to accomplish what the UN says must happen, COP 28 will have to show how, and then enforce ,a 43% reduction in GHG emissions by 2030. Yeah right!
What I find completely disconcerting is how the General Secretary of the UN is perhaps the loudest voice on the global stage for the need to change course on fossil fuels. I wrote on this for the column here entitled “The Era of Climate Change is Over. The Era of Climate Boiling has Arrived
This same man who said that thinks that having an oil company CEO
lead COP 28 is totally hypocritical, at the least.
COP 28 shows that still in 2023, it is about money, not the future of all living things.
Unfortunately, there will be breathless coverage about the long-term importance of this conference and coverage of all the big names attending. The only question that should be asked of anyone attending or even just the speakers is:
“What was your country/company/religion’s GHG emissions in 2022, 2023 and what will they be in 2024?
The last time that there was any consensus was the COP in Paris in 2015 when all nations promised to start cutting emissions by 2020. First, why wait for five years? Is this not an urgent problem? Second, not one single country met its own commitments in 2020 or even by 2023. Third, no enforcement. It is easy to get headlines about commitments if there is no accountability.
What the COP conferences are is truly the prime example of failure to act in facing this life-threatening Climate Crisis.
